Provides functional direction to Subcontract Administrators and Purchase Order Administrators assigned to the Home Office, in accordance with applicable directives, management instructions, procedures and functional guidelines. Provides guidance on issues related to subcontracts, purchase orders, and consulting agreements and may update instructions, procedures, and functional guidelines. Conducts investigations and inquiries into specific problems, gaps, and opportunities and coordinates across several functions as necessary. Performs formation and administration of all types of commitments when required by workload, complexity or other factors.
Also participates in planning, proposing, and potentially implementing solutions to meet global business unit or project requirements. Responsible for the coordination and final assembly of Global Business Unit (GBU) performance metrics, GBU operational data, and tactical data as necessary. Analyzes and resolves operational problems, taking corrective action as necessary. Principal responsibilities may include but are not limited to:
Provides guidance to assigned personnel in the orderly performance and completion of home office commitments through the several steps of bidding, evaluation, award, administration, and closeout, in accordance with established policies and procurement procedures.
Trains/instructs newly assigned home office Procurement and Subcontracts personnel on the requirements and procedures of the home office. Monitors personnel to ensure they receive appropriate training and development to satisfy job performance criteria and company personnel development objectives.
Communicates with home office requestors to assist, guide, and plan the processing of material requisitions, services requisitions, and consulting service agreement requests for home office purposes.
Develops and maintains functional operating procedures, subject to review by designated supervisor and inclusion into the home office directives, management instructions, procedures and functional guidelines; and ensures that such procedures are consistent with all applicable policies, management instructions, and procedures relevant to home office Procurements and Subcontracts.
Develops, maintains, and publishes global business unit performance metrics, including but not limited to those included on the NS&E Quality dashboard, Corporate Contracts Dashboard, and NS&E Functional Dashboard.
Develops, maintains, and publishes global business unit procurement metrics, including but not limited to spend, negotiated savings, e-Auction, quality initiatives, B-Certifications, and tracks performance against annual goals as applicable.
Develops, submits, and tracks costs against functional overhead budget(s) including those for Functional Managers of Procurement and Subcontracts, home office procurement and subcontracts personnel, functionally-sponsored training and conferences, and the prime contracts function. Responsible for updating the budget(s) on a quarterly basis, or more frequently, per the direction of the NS&E Management Information organization.
Prepares global business unit presentations to support procurement and contracts initiatives, trends, year-in-review updates, etc. as required.
Sponsors and executes training for internal and external customers on current and new initiatives or tools to include e-Auction, new Bechtel Standard Applications, performance and procurement metrics, and other subjects as they arise.
Assists in home office cross-functional efforts and initiatives such as company improvement initiatives, pilot program testing, and development of cross-functional policies, management instructions, and procedures. Basic Qualifications Bachelor’s degree from an accredited college or university in Supply Chain Management, Business, or related field and 6 years’ progressive professional procurement, subcontracts, or related technical experience.
In lieu of formal degree, 12 years of related experience is required. Minimum Qualifications
Government procurement experience and good working knowledge of Federal Acquisition Regulations
Proficient in Microsoft Office applications, advanced knowledge in Excel, PowerPoint, and Word.
Thorough knowledge of procurement and subcontract processes, experience in equipment/material purchasing and/or subcontracts administration, including cross-functional experience in two or more contract disciplines (formation, administration).
Skilled in working with and coordinating effectively with other project functional groups through written and verbal communications.
Demonstrated administrative and organizational skills. Preferred Qualifications
Proficient in BPS and other associated BSAP applications and reports
Experience performing spend analysis and placing strategic blanket ordering agreements
Experience and/or familiarity with expediting, purchasing, supplier quality, and field procurement operations
Experience with Bechtel Digital Supply Chain System
Experience with Oracle Enterprise systems, especially iProcurement
Zone 2 Supply Chain Supervisor Certification and/or Zone 2 Contracts Supervisor
